In a recent development, the Directorate General of Foreign Trade (DGFT) has issued Trade Notice No. 36/2023-24 dated December 26, 2023, announcing the extension of the deadline for the mandatory electronic filing of Non-Preferential Certificates of Origin (CoO) through the Common Digital Platform. The new deadline has been set for December 31, 2024.
This decision follows the earlier Trade Notice 27/2022-2023 dated March 28, 2023, where it was communicated that the transition period for the compulsory filing of applications for Non-Preferential Certificates of Origin through the e-CoO Platform had been extended. Now, with the recent announcement, this transition period is further prolonged until the end of 2024.
During this extended period, exporters and Non-Preferential CoO Issuing Agencies, as specified under Appendix-2E of the Foreign Trade Policy (FTP), will have the flexibility to choose between the online and manual/paper modes for processing non-preferential CoO applications. The mandatory nature of the online application process will only come into effect starting January 1, 2025.
To assist exporters in navigating the registration and online application submission process seamlessly, the DGFT has provided a Help Manual & FAQs on the landing page at https://coo.dgft.gov.in. This resource serves as a comprehensive guide for users, offering step-by-step instructions and clarifications on common queries related to the e-CoO platform.
Importantly, during the interim period until the end of 2024, the existing systems for processing non-preferential CoO applications in manual/paper mode will remain valid. This flexibility aims to ease the transition for exporters and CoO Issuing Agencies, allowing them to adapt gradually to the digital platform without disrupting their current operations.
In an effort to promote awareness and encourage adoption of the online e-CoO platform, authorized issuing agencies are urged to proactively sensitize the exporting community and their constituents. This includes disseminating information about the registration requirements and benefits of using the digital platform.
